img_0246.jpg2 con con.org was inaugurated online on February 16, 2008 by Dennis L. Boaz. Boaz began thinking seriously about a Second Constitutional Convention in 1975 while researching and writing about the rights of the Declaration of Independence. (The Declaration states that governments are instituted to secure the rights of the people.) Boaz concluded that government was not doing its human rights job effectively as many rights were simply ignored by the Constitution. Ultimately, the Constitution would have to be amended and new rights added in order for government to secure all of the people’s rights.

In January, 1976, to mark the 200th anniversary of the Declaration of Independence and, to publicize a manuscript he had written on human rights, Boaz asserted his right to liberty and protested the federal marijuana laws by smoking a joint of marijuana in the lobby of the San Francisco federal building. He was not arrested as the U.S. Attorney claimed “lack of evidence.” Later that year, in another misguided effort to gain publicity for his manuscript, Boaz represented convicted murderer Gary Gilmore and asked the Utah Supreme Court to remove the stay of execution and allow Gilmore to be executed as scheduled. The Court removed the stay and slightly more than two months later, Gilmore became the first convict to be executed in America in ten years. Boaz no longer supports capital punishment and 2concon.org recommends a constitutional amendment to abolish it.

Boaz and his family lived in the Marianas Islands from 1985-1998. In 1994, he created a political organization committee (C.E.G.V.) to end the Electoral College and give Guamanians and other Island Americans the vote in Presidential elections. Congress’ feeble response to a petition signed by more than 2000 persons taught Boaz that a 2nd Constitutional Convention would be necessary before Island Americans (Puerto Ricans, Northern Marianans, Guamanians, American Samoans, and Virgin Islanders) could vote for President.

In 2003, Boaz registered 2concon.org as a domain name, believing that he would eventually have a website advocating a 2nd Con Con. In 2006, Boaz finished a third manuscript on human rights.* In 2007, he began putting the pages together that would form 2concon.org. Dennis Boaz is a product of the California public school system as a graduate of Pacific Grove High School, Fresno State University, and U.C. Berkeley law school. Ironically, he received his teacher training at a private school, Dominican University. Boaz practiced law for more than three decades and has been happily married to Donna for more than 20 years. Together, they parented Sammantha , a graduate of U.C. San Diego and now enrolled in an accelerated nursing program at Johns Hopkins University. Between them, Donna and Dennis have four other adult children and five grandchildren.

Dennis and Donna live in Alexander Valley in California’s wine country. Boaz has been teaching U.S. History, American government, and economics, at South Valley High School in Ukiah, CA, since 2001. He serves as grievance chair for the Ukiah Teacher’s Association.
